More than 30 jurisdictions have responsibility for planning, regulating and managing Biscayne Bay, its waters and shorelines. They include federal, state and county agencies and more than a dozen municipalities in Miami-Dade County alone.

Over the long term, protecting the bay and improving public access and stewardship will depend on the way the community – from decision-makers and business leaders to public agencies and local residents – addresses issues of policy, administration and management of land and water resources.

By working to improve the clarity and consistency of regulations governing bay use, we can improve coordination among different jurisdictions, maximize the impact of existing safeguards, streamline the permitting process and inform better decision-making and public policy.
